What it is

Foreigners with economic, professional or social ties to Spain apply to the National Police for an NIE. Requirements: not being in Spain irregularly and stating the reasons. Applications are made in person with form EX-15 (which has a section for a representative submitting it) and the receipt for fee 790 code 012 (€9.84). Maximum processing time: five days; no answer means it is refused.

Steps

  1. Step 1: Check where to apply (in Spain or at a consulate)

    National Police

    In Spain: at the Oficinas de Extranjería (immigration offices) or at police stations. If the person is not in Spain, they apply through the Spanish Consular Offices abroad.

  2. Step 2: Book an appointment

    Pending verification

    The immigration appointment system (cita previa de extranjería) is used for immigration offices and for procedures before the National Police; the appointment is requested by the foreign national or their authorised representative.

  3. Step 3: Fill in form EX-15

    Form EX-15, ticking «Número de Identidad de Extranjero (NIE)», the reason (economic, professional, social or other interests), the place of filing and your situation in Spain. It is filled in in capital letters, with a black pen or typed, and the original and a copy are submitted.

  4. Step 4: Pay fee form 790 code 012

    The form is generated on the Police website, choosing «Asignación de Número de Identidad de Extranjero (NIE) a instancia del interesado», and paid at banks, savings banks or credit cooperatives, without needing an account there.

  5. Step 5: Submit the application and wait for the decision

    National Police

    The application is submitted in person. It is decided within five days of being registered; no answer within that time means it is refused.

How long does it take, and what if there is no answer?

A maximum of five days. If no decision is notified within that period, the application is deemed refused.

Can I appeal if it is refused?

Yes. An appeal for reconsideration (recurso de reposición) to the same body within 1 month, or a judicial appeal (recurso contencioso-administrativo) within 2 months.
